Responsibilities of the Treasurer’s Office: 

  • Collecting real and personal property taxes

  • Keeps an account of township receipts (revenues) and expenditures

  • Disburses township checks

  • Deposits township revenues in approved depositories

  • Invests township funds in approved investment vehicles

  • Collects delinquent personal property tax

  • Responsible for jeopardy assessments in collecting delinquent personal property tax

  • Collects mobile home specific tax

  • Must appoint a deputy

  • Must post a surety bond

  • Collects utility bill payments


 

Statute


By statute, the treasurer is required to receive and take charge of all funds belonging to the township or which are required by law to be paid into the township treasury, and to pay over and account for the funds according to law or township board decision. (MCL 41.76)

Property Tax Collection


Property tax collection is the main function of the Charter Township of Alpena Treasurer's Office. While the actual taxable values of property are determined in the Supervisor’s or Assessor's Office, the tax billings and tax payment collections originate from the Treasurer's Office.

Real and Personal Property Tax Collection


All money transactions involving real property and personal property taxes, special assessments are processed through the Treasurer's Office.

Questions


Questions involving balances, amounts, dates and payment inquiries concerning tax bills and special assessments should be directed to this office.

Permits


Building, mechanical, plumbing and electrical permits are billed from each of the respective departments and payments are then made in the Treasurer's Office.

Payments

​

  • Payments may be made by cash, check, money order, or e-check, payable to Charter Township of Alpena.

  • Online payments are available through the Online Bill Pay system.

  • Credit or debit card payments may be made in person, over the phone, or online.

  • A 3% processing fee applies to all credit or debit card payments.

  • Electronic check (e-check) payments have a $3.00 flat fee.

  • Utility payments may also be made by ACH using the Direct Payment Enrollment Form.

Notary Service


The Treasurer provides notary services to residents free of charge. A Notary is actually witnessing you sign a document, and not verifying the accurateness of the document being signed. Please do NOT PRE-SIGN your documents before coming into a notary's office. If you need a "Certified True Copy" of a document, you need to go to the place of origin to obtain it. A notary cannot certify a true copy of a document.

Member of the Board of Trustees


The Treasurer is a member of the Board of Trustees and attends all Township Board Meetings, as well as, prepares financial reports and payment of bills to the Board of Trustees.

Board members perform a number of duties beyond those listed and work for the betterment of the township. Each board member contributes according to their abilities and strive to fulfill tasks as they develop.
